First, to answer your specific question as to why the box stores will stock and sell plants for outdoor use in zones where these plants are not cold hardy. They don't care about you, the plants, or the success or failure you have in your gardening projects.
One rock to cover the drainage hole is enough – just enough so that the soil doesn’t leach out of the bottom but water can flow freely through the pot. Putting rocks in plant pots doesn’t aid drainage or improve air circulation. What’s frustrating about this is how irresponsible it is.
